Our criminal justice and health care systems are overwhelmed by virtue of large court dockets due to very high rates of alcohol/drug/narcotic addiction which contributes to high crime/arrest/incarceration rates, higher fatal auto accident rates, high rates of domestic violence/destruction of families, higher rates of disease/mortality, higher rates of homicide/suicide, higher rates of mass/school shootings and impairing physical/mental health.
