Question #1:

In the U.S., various entities make decisions about health care services. Identify and discuss at least 2 different ways within the current U.S. health care model that health care services are rationed. Identify who is currently making or influencing these decisions on the allocation of resources. What criteria, incentives and/or disincentives are being applied? These are likely not explicitly stated so you may need to make assumptions on this point. In what ways do these allocation decisions impact health outcomes?

Question #2:

Without clarity for the allocation of scarce resources, inequity in access and health care outcomes can occur. In considering the extensive needs for health care and our finite resources, how would you suggest decisions on the allocation of resources be made and by whom? What should be included as part of the criteria for these decisions? Speak to at least three criteria/considerations you would want applied. For example, would you treat everyone equally regardless of need, do you consider autonomy/personal responsibility in some way, are all health services allocated in the same manner or are different criteria applied to different levels or types or service, is quality of life a consideration, are prognosis or age considered, is ability to pay or contribute a factor, and so forth. These are just a few examples to spur your thinking, develop your answers to align with your values and the evidence.
