Discuss how soldier morale had changed in the Union Army of the Potomac between April 1862 and April 1863, when Wilbur Fisk wrote this letter. According to Fisk, what did the most damage to soldier morale in the Army of the Potomac? Use the document and provide historical examples from the lectures and readings to support your conclusions.
