Certainly, systems have many moving parts, and the purpose of this discussion question is to reflect on the degree to which budgets have an overall impact on the system. Should budgets be a central focal point? Should it be an afterthought? How do you reach that all-important middle ground where budgets are thoughtfully reflected upon without dominating the process? What is their appropriate role and how can that role be conceptualized?
