Incapacitating Cartridge Emitting Railguns (ICER) is a concept that came about through science fiction, much like half of our inventions today. An ICER would be the next level of TASERs, but do not do injury. The problem is that conceptually they fully incapacitate the person raising significant ethical concerns.
What would prevent ICER or similar ideas from becoming a reality in the United States? Are they legal? Are they ethical?
