I've watched with admirably as Frank pursued a career for the past 7 years as Merchant Mariner. Frank has worked hard to overcome obstacles in life, is a man of integrity whose dependable, honest, responsible, and courteous. This friend has faced challenges in his life but has remained positive and resilient. This friend has made some missteps, but I feel should be given the opportunity to regain eligibility to obtain Transportation Worker Identification Credential (TWIC).
