2-by illustrating how rules and institutional structures (e.g., political, economic, and social) allocate power and authority and whether these dynamics have changed over time in your case;
3-of how authority is distributed at multiple governmental levels (e.g., local, state, national and international) in reflecting on the case you have chosen to explore; and
4-of how citizens can influence public policy in the case you are examining and whether you believe we have a responsibility, as engaged citizens, to do so.
