1. What is the problem(s) that the program, policy, or law is attempting to address? Why is it a problem(s) and why is it being addressed?
2. Who are the key stakeholders involved in the program, policy, or law? Why are they stakeholders?
3. What are the strengths of this program, policy, or law?
4. What are the weaknesses of this program, policy, or law?
5. How can the program, policy, or law be strengthened?
