All cases studies are located in the Kahn and Hildreth text of case studies.

1. Organize your review in the following manner:

A. Provide a title page identifying the case title, case author and case number.

B. Introduce the subject of your review in a paragraph of 50-75 words.

C. Prepare a 500-750 word review of the case study.

D. Conclude your review with a statement of 50-75 words summarizing what you learned from the case.

E. Prepare a 50-75 word response to each of four questions found at the end of the case study.

F. All postings should meet acceptable standards of grammar and structure

G. Include a reference or bibliography page with citations in APA style. You are expected to cite the case being reviewed at least twice when explaining it. The use of other references is welcomed but not required.

 

At the end of the case study answer the following questions discussed previously in “E.”

1. What would you judge are the most significant factors that should be included in a conceptual framework for evaluation of the impact of tax abatement?

2. Where should future evaluation efforts and empirical studies be directed to provide a greater understanding of the impact of tax abatements and concessions on economic development??

3. Are the factors included in this case study valid benefits and cost of cost-effectiveness criteria for evaluation of the net impact of tax abatement.

4. How can tax abatement policies further impede the property tax assessment process, and what problems may result?

5. What additional factors should San Marcos include in the tax abatement evaluation process to improve the analysis and decision making and avoid the potential for future problems?

6. What benefits or costs can be associated with the failure to use systematic analysis as a basis for tax abatement decisions?
