You are the emergency manager for a local government that is not well prepared for a terrorist attack. In order to accomplish your office’s mission of increasing the city’s level of preparedness, you need more people and monetary support.

The city council is considering an increase in your budget, but first, you must persuade them that such a step is an important and effective use of taxpayer money. When you are asked by the council, "Why is preparedness important?", how would you respond?

Provide a response on a Word document of at least 300 words, but no more than 500.
